Without a reference point, I could not say he is better than the past. However, if metrics have improved since he started, then I can say he has done good.

I can evaluate a business the same way. Even with no other business to compare to, I can say that sales have improved over time if they show consistent growth. Sales are better, but I cannot say if the business itself is better.

If you wanted it to be a different time frame, then you should not have said "SINCE HE TOOK OFFICE".
