As for weed: bad analogy. States go after people that break statute. The feds don't go after people for breaking a fed reg that statute allows them to break. If they did, every dispensary in the US would be closed in the blink of an eye.

The state law doesn't "allow" anyone to break federal law. I know federal agents who have arrested people on federal charges in those "allowable" states.
You saying you completed an investigation for $xx,000 in fraud proves my point. It is both a federal and a state criminal violations to commit fraud but here you are talking about it.
The next question is, was your fraud case criminally prosecuted?
And my follow-up is the federal government declines and drops gun charges all the time and if it was so dmmn important they'd prosecute.
Hunter Biden intentionally breaking the law is a wonderful example. If it was that important to people like you and everyone else, you would be demanding his prosecution for violating firearm laws
