What are the downsides of running a .5 ohm stable amp at 1.3 ohms? I saw that they make less power at or above 1 ohm?

You probably don't want to go .5 if you don't compete.

Yeah, just not getting as much power out of it as you could.

If you have 1.3 ohm load why not buy the 1 ohm version of that amp?

The difference running higher impedance with most of those half bridge amps is not all that great so you're leaving some potential power on the table but it may or may not be very dramatic.
