You could make a 6.5" driver, if it's designed for it, get down to 40Hz with decent output in a transmission line or horn.

Those Tang Bands are popular drivers for line arrays, being so cheap...

I've heard of designs that can get up to 100+ dB/W using nothing but those and a simple bass reflex cabinet, although you probably need a small tweet. No problem. The Bottlehead "Straight 8" is something like that...8 drivers per side, 16 ohm impedance.
