I would say as a joke. In fact one of the older jokes around the web. Click here for **** and instead of **** you get a seizure inducing image with a track blaring siren. Been around as long as the "listen close with your speakers up" type antics.

It wasn't even as bad as some of those, it doesn't have audio...

I would say you punishing without proof needs more explaining then his actions, but then again, it's your site.
