I keep getting this message when paying on ebay with paypal, I just used it a couple days ago and all went well. Has anyone ever gotten this before and then it worked later or am I gonna have to use a different card.

Its my debit card but the account it goes to doesnt have much in it so maybe ill just close it tommorow. I dont like this bank anyways.
