OK, here's your answer: The fact that you even posit the idea is ridiculous. If you knew anything about business, you would know that business exists to make a profit, and will do what it necessary to make a profit.
There is no "too much of a hassle", though there IS "not enough profit" in doing some things.
Our oil producers produce as much as they can to remain profitable.
Overproduction reduces profit. Business 101.

That RIGHT does not exempt you from getting in trouble when your act causes a panic and people get hurt, or interrupts the movie in the PRIVATELY OWNED space, or in some way impinges on the rights of others.
