I just flipped it over seems fine

What if carpet is laying on top of this?

if the nut is tight and the wire is tight in the terminal you aint got shiz to worry about. it doesnt need covered either because its a ground. so unless you touch it with your positive wire it is fine.

 
it looks like there's carpet under the metal that you sanded. if so imo that's not a proper ground.
YES, here is my thinking....first, I'm dumb! (please like my post for this alone, because most don't admit this...)

Second, in the pic below you can see were the ground currently is and the screw it is on does go directly to the floor. HOWEVER, between the floor and this is carpet and the piece the ground connects to only touches the floor at the one spot near where my foot is. SO, if do you notice the bolt near the seat belt? This also comes directly from the floor, so should I just sand here and cut through the carpet to create a proper ground?? Also, the only nut/washer for this bolt connected my jack--so I just need to add an extra nut/washer here so I don't have to worry about the ground moving if I need to use my jack?
