will a 600 watt rms car sub plays the same as a dj sub of the same wattage?

He's sure, they are not built the same. A "DJ" subwoofer is built more musically than a car subwoofer. They may run up to 250hz through them and sometimes higher. You don't want to do that for a purpose built car audio subwoofer.
meaning that car sub has more boom
 
DJ subs are designed for efficiency, car audio subs are designed for low end in a small space. So above ~50hz the DJ sub will kill a car audio sub, assuming you fit the cabinet for the PA sub. The PA sub would absolutely need to be ported to get any low end.
