why cant subwoofers be fused

The reason I don't like fuses for woofer protection is that they might not blow for several amps after their current rating - several amps could mean several hundred more watts to the driver.

Just set the gains correctly with a DMM the first time, and you won't ever have to worry about the thing blowing.

 
but those tear, strech etc, why not a stopper of some sort

so correctly, for 250 watts @ 4 ohms is 31.62 volts?
