Because black progress seems to be compared to whites. Ie, education (in the form of test scores) and wage gaps. I am not advocating paying a black less for doing the same job, but perhaps there is a hidden tradeoff. Perhaps I am stereotyping a bit, but I believe the "strength and cohesiveness" of black culture limits growth. Even that one advertisement on the radio speaks on "going back to the old neighborhood, to make it a better place or whatever". My experience with culture says to hell with the old neighborhood. I am glad I got away.'How you figure?
This "Hand down the bucket" mentality is not without cost.
