Since the packaging plainly says MADE IN CANADA right under where it says SMARTIES I would suggest it isn't all that surprising...

i only do if i don't know what it is. i've been eating smarties since i was old enough to yell "trick or treat". if it said "made with cyanide" on the wrapper, i'd curse them for lying and eat them anyway.
