No way to ever tell what will be "louder" with out building both and testing/comparing each.

going to depend on box and if you have the proper room,,, i would go with the sa's

Nearly tripple the cone area with 15's

Cone area is a big factor but it really depends on the build. Let's say you do the 15s build yeah it may have a lot of cone area but the box could be **** or it's not tuned right it all goes in to the build to see which is louder! I would personally pick the sundowns cause I love sundown audio
