What tools needed to cut dash bezel?

What tools do I need to cut it to make a 1.5 din a 2 din? It's a Tahoe. I went to the junkyard. They had some, but all the wrong color. I don't really know how to paint it to match. What tools do I need to cut it without making it looked hacked up? If it is easier to paint it, tell me how and what specific paint for plastic to use?

 
I use a cut-off wheel.
And for paint, SEM has plastic dyes that work well.

Dremel has been a great investment. Cut off wheels are very handy. Just tape things off carefully and draw your cut lines on the tape and with a steady hand (take your time) you can get it cut. Cut a little small to give yourself room to sand down if need be.

SEM products are great, they also have a texture spray you can use if you need to mimic the factor finish on a smooth panel.

 
i use air saw and acorn grinder

if you paint it make sure you prep it good (bulldog etc..)

trust me adhesion promoter is vital

 
If I paint an 03' bezel, does the factory paint have to be completely stripped? I know I have to sand it, clean it, use adhesion promoter, Krylon Fusion/SEM paint, and maybe krylon clear? I want a mat finish and I'm wondering will the clear coat make it look shiney? I read the clear would make the paint last a lot longer? Can someone walk me through the steps? I'm just trying to match the factory color, nothing fancy.

 
a quick run down -

sand dash with a coarse grit, like 200

clean thoroughly

spray 1 or 2 light coats of primer

sand primer if there are any imperfections. this time use like a 600 grit. re-primer if necessary

spray paint it with light coats until happy, if you do multiple coats allow atleast 5 min in between each coat

you can stop here, or if you want to clear it I would wet sand with a fine grit like 1600 and then spray on a couple coats of clear.

you can choose the type of clear, too, glossy or dull.
