Ya, I'd take what SourDeez is saying with a hefty grain of salt. Hillary Clinton has not tried to "ban video games or rap music". Like Rich B pointed out, what Sour was most likely referring to was the Parents Music Resource Center back in the late 80's, which Tipper Gore and a few others were involved with. What they ended up achieving was the "Parental Advisory" sticker on CDs.
There were some lawsuits filed against 2 Live Crew in the late 80's dealing with obscenity charges. They were all eventually overturned. It was just the evolution of parents flipping the f out over Elvis gyrating his hips.
Clinton was involved with the Family Entertainment Protection act in the 2000's which essentially just tried to enforce the ESRB's rating system on video games, fining stores who sold M and AO rated games to minors.
None of this bans the content, just puts rating systems on it. I'm sure Tipper and others would have loved to ban certain things back in the day, but that's ridiculous. Censorship of art, whether that be music, video games, books, or whatever else, never works. It comes down to the parents to raise their children correctly.
