what program to use??

i wanna create my own letter head, and insert images to it, with the ability to be able to to type information in. So it has a logo on top and i can write a letter and everything. I know microsoft word, but i wanna be able to arrange the picture where ever i want to put it, along with multiple pictures, and word dosent allow you to do that, anyone know of a good program?

its for office 2000, but basically the same. Check the bot of page 3, maybe that helps
