What makes a speaker louder?

"loudness" is SPL. SPL is generated by displacement. Displacement is the product of cone area and the stroke of the sub's cone.

Cone area is easy enough, but big xmax seems to be the difference between the have's and the have nots.

I would say the choice of sub is the easy part. From what I've read the true SPL pro's optimize the sub for the enclosure for the car for the optimal frequency.

hopefully some speaker geeks can give us some of the specifics.

 
the ability of the transducer to convert electrical power into mechanical power and ultimately sound. The more power it can convert then the louder it will be.
