I will chime in and say...
When you are comparing the exact same line of speaker from a company, the 15 will be louder than the 12. Even given the same motor structure (which some companies use in the jump from 12 - 15) the added surface area = more spl. Neither one of them given cabin gain will have a problem hitting down to the depths of your hearing.
Another given difference is that the 15 is going to require a larger box than the 12. This is just how it has to be. The VAS of the same line of 15 is going to be a lot larger than that line's 12. The resonant frequency in free air is sometimes lower on 15's but like i said before with cabin gain in most vehicles it is a moot point.
I am sick of hearing 12's or 10's are faster than 15's. Given proper enclosures and proper motor design they can all do just fine.
When purchasing chose whichever speaker you have room for. And if you dont have enough money for a quality 15, a quality 10" can sound a lot better (and louder, and hit lower) than a cheap *** 15"
