sub sonic filter, it stops a woofer from playing frequencies too far below it's tuning frequency becuase those frequencies will bottom out the woofer easily.

It should be set in accordance with your mid range.

Well, try it at each setting and see which you like.

Yes, the on/off switch is for the subsonic filter, but no, you can't adjust it. It has a preset level. The knob is for your crossover, which is a completely different thing.
