what does tuning high or low do

Tuning means you are designing your box for what its peak output will be. My box is tuned at 30 hz, so my box would (all other conditions being perfect and equal) have the most output at 30 hz , and slowly slope down in output from there. Of course, many other things affect tuning as well, but thats a VERY simplistic definition. Squeak could probably explain better.

Actually if it was tuned to 30hz it would start a t 30 and peak out somewhere around 40 before it would start to slope off.Tuning freq and peak freq are 2 different things.

 
Simply put, it does just what the titles would suggest... tuning low gives you more output down low, tuning high will give you more output a little higher.

Your goals should ultimately decide which will work better for your particualar situation...

 
High and low are relative terms as well. What is a high tuning for one sub might be optimal for a flat response for another sub. Tuning lower than the optimal flat tuning for a sub will trade output and efficiency for a bit more extension on the bottom end.

Box size plays a part in this as well. Smaller than optimal reduces peaks in the response. Larger accentuates peaks (and can create them in a design tuned optimally) and add some efficiency.

Deviating much from optimal in tuning and size will have an effect on the transient repsponse and detail of the output as well. If you're looking for good quality bass, you really can't deviate too much from the optimal size and tuning.
