Tweeters Popping?

Alright, I was listening to my stereo today, while waiting on my girlfriend. I noticed that the tweeters would pop, at any random time. Could this just be the quality of the stereo they're hooked up to? It's a cheap Dual headunit that is powering the speakers. The crossovers do not look like anything too good, so I don't think it's filtering out most of what they're suppose to.
