Tweeter placement on a 98 Honda Accord

Where is the best place to install some new tweeters on a 1998 Honda Accord?...My model did not have Tweeters but did have plastic covers where they should be. Should I install there (front of dash near the wind shield) or is there a better spot. The tweeter I bought have a few different mounting options...I would rather have them flush rather than using the cones..what are your opinions?
