Tuning a Subwoofer?

I know that this is kinda a dumb question to ask... but it should inform all of us not-so-knowing people.... how exactly do you tune a subwoofer to a Frequency(Hz)

Like people say... "yea.. he had his 12 tuned at 32Hz... it was b**chin"

 
So when someone says they're tuned at 40Hz how much CU FT is that for a 12 inch sub??? and being tuned just means that thats the loudest frequency you have??? or the subwoofer resonates best at that frequency???

when someone says that, they have a box with a vent in it, that is a certain lenght with a certain amount of port area, in a certain size box....Go to the box section and read the stickys for a more in depth description
