there is something on my subs, is it alright to use water to get rid of it

something is on my subs (in the middle of the cone), I don't know what it is, but it looks like I can use water and a little bit of soap to get rid of it. Would that be a good idea, since no water will be hitting anything electronic it should be alright, or would it hurt the sub, I think that a little bit of paint will come of off it, but I don't know if this would be a good idea. I know that this isn't your typical question, but I rather ask here then somewhere else, since these threads are for subs.

YES use water... don't dump it on there and fill up the cone like a cereal bowl though

I didn't mean that water will eat the cone or anthing. On the other cone there was the same stuff on it, I don't know what it is, but other cone when I use the water to try and get it off, but it took some of the paint off of it, so I didn't know if it was a good idea or not.
