Dateline Eunice, Louisiana:
'Due to continued complaints of residents playing their car audio systems at extreme volumes in residential neighborhoods all hours of the night, constant noise being a source of nuisance at traffic lights and close to schools and hospitals the Eunice police chief states that a proposal will be brought before the city council at an emergency session gathered just for consideration of said proposal to crack down on these noisy violators.
"
I'm tired of all these calls coming into my office at all hours of the night when decent folk are trying to sleep because they have to go to work the next morning. These offenders will have to be taught a lesson and one severe enough that it will actually make an impact."

The proposed consequence for a noise ordinance violation according to the news story I heard on the radio yesterday is going to be a fine of $500, mandatory 48 hours in lockup, and automatic suspension of your driver's license for 90 days. I do not know whether or not this will pass in the absolute burg that is Eunice, Louisiana, but my point in posting this is:
If people with systems in their vehicles would have a little respect for those around them we wouldn't have to deal with people like Richard Clark and all the proposed legislation around the country cracking down on those of us that enjoy aftermarket car audio.
