I'm sorry but no it does not.The FS of the woofer does have a factor in DETERMINING the tuning but not the actuall tuning itself.That is determined by box volume and port size.Your tuning will always be lower then you peak freq usually by about 8-10hz.It is purely woofer dependent.

My bad.But still if you peak at 31hz your tuning is going to be lower not higher.
Cabin gain may effect tuning but it still will be lower then the peak.You want to match tuning to that to maximize SPL.But what ever your peak is your tuning will be lower.The tuning refers to the bandwidth of the enclouser and its lowest cutoff.no, it depends on where ur cabin gain is...
just an example: ask bigpimpn91... he peaks lower than tuning using Aq HDCs as well
