First question no, second question yes. Some subwoofer manufacturers do not list their dc impedance and some do not list their nominal impedance. TC does both so thats why you might be coming up with 2 numbers. For your application, base it off the nominal impedance and yes it would be either 2 or 8ohm (or 4ohm if you only use one vc for some hopefully extravagant instance) being presented to the amplifier.

Because a voice coils impedance changes with frequencies its hard to say what exactly it will be presenting on a given frequency. Rolling some dmm checks during each tone check is going to be pretty tiresome and I honestly suggest just adding a percentage to whatever the manufacturers specs. Though yes, you could sit there and find out what is the exact impedance a sub plays at at each frequency. Getting this exact is just crazy and nothing id ever attempt, shoot for it if you want.
