I don't see where Savage "changed" the TOS at all. The TOS already has broad enough rules to cover what Savage was doing. He merely gave people notice that certain activities would be considered violations of the existing TOS which would result in bannage.

I am certain that if he had never warned the members and just started banning people Goob would have never noticed or cared.
