Wrong Fs is not the sole determining factor in how low a sub will play.

Then what else is?

I would say box design far over rules the Fs of the woofer. You may lose some overall output on a sub with higher Fs that is tuned low, but it just depends on your ultimate goal. To say that 8s can't play low because of their Fs is funny.
