Subwoofer fluctuates when volume is down

I got a 12" Fi Q and it's in a custom ported box hooked up to MTX TE1501D. Lately I've noticed it's been acting like it's still hittin but when I turn the volume down it still fluctuates up and down. I was wondering if anybody knew what this was from?
