Sticky RCA wires?

Well I bought some RCAs from a dealer on ebay, stinger hyper series both 17', a 4 channel set and a 2 channel set.. the 4 channel is fine, no problems, but the 2 channel set is sticky.. Its hard to describe.. like they had coke spilled on them and were left to dry then packaged up and shipped.. They are both new in box(when I recieved them, have since opened of course).. Has anyone ever had this before? What is the reason of this?

The actual wires are sticky? If so, just take some goof off, or rubbing alcohol and wipe them off. Kind of weird that they are sticky though.
