SS VGA 800.2 question...

I just got my amp back from SoundStream from repair. When I first reinstalled it, the "RCA open" led was on, I figured it was bad, so I checked my connections and switched with the ATT switch. I remembered that before the led was not on. I looked it up in the manual and I guess it is supposed to be on. Does anyone else know if it IS supposed to be on.

Also I have an Alpine HU which its output voltage is 4v. The vga says to put the ATT switch to on if it is 4-12v, but is it bad for me to leave it on? It plays a little louder off than on, so I figure it would be less strain leaving the gain and boost down some.
