We have 2 school systems here, public and catholic. I know for at least the public schools they are not allowed to close the schools due to cold weather. They just have recess inside and watch movies.
2 degrees is cold? I work as an electrician on an industrial construction site and we don't shut down until it drops below -45*F

Dude I live in Tennessee. It rarely get below freezing here.

Last year, we had a day that was -55 C (-67 F) with the windchill, and the local University stayed open. I don't know why schools would be closed for cold weather; closed for excess snow or icy conditions makes sense, but not just for cold weather. Put on some clothes and head out.

Although I suppose some of your states have vehicles sold without block heaters.

because some kids have to walk a good ways to school. liability issues.
