Does this mean if you post a link to YOUR ebay page you get banned or if you just post an ebay link?

I ask because sometimes I will post a link to something I have already bought or to something I'm thinking about buying.

There is a big difference between the two. If its something you're considering then i'd imagine it would be cool to post. Being a douche and just posting the link to your sale is what's trying to be curbed.
