Your maintenance guy is an idiot. Ice inside is "ice inside" not water. water comes from melted ice. Chances are there is a blockage on the pipe that leads from he freezer to the condensation pan on the bottom of the fridge. Either way you need to defrost it to get to the pipe/drain in the freezer part and clear it.

btw. If I was that guy I would have just gone into your apartment after you left and unplugged it and left the freezer door open with a bunch of your cloths on the floor to soak up the melting ice.
