Im guessing, NO.

These guys are giving you the wrong advice. You dont just go to a random girl and ask her out, even if its just for a cup of coffee. Failure rate that way is probably near 90 percent. Walk up to her and start making conversation. Dont seem interested, just act cool and confidence is key. If she is in to the conversation, THEN ask her out.
