Safe to use bass boost on amp at the moment?

But there are different level test tones. usually -6, -3, and 0. Music never usually gets above -6 (unless boosted or remixed), so that could be the reason it doesn't seem so loud. Using a 0db test tone is much safer for your speakers, but you wont ever be using all the power you have.

 
prefab? how big do you know? you might want to try a new enclosure for those subs also 4-5 cube for the pair
Working on a design right now made by Jason of Mobile Enclosures. I cut out all of the pieces yesterday, but now I just have to assemble it :p It is about 3.8-4.0 cuft after displacement I think he said..

The one I have now is 17deep 32 wide and 14 tall. I just got that 36hz estimate from some guy that reviewed it.

 
I didn't do the math on what you have stated, but if the box is smaller you typically have higher imp rise.

Also, I personally would play with the gain a bit.

And as for a voltmeter, if you used a DMM to set your gain, then use the same DMM to check your voltage
