Just get some rough sand paper and slowly work your way to super fine sand paper and wipe it down with a damp towel. Krylon Fusion is some great paint and they have some sweet clear coat too.

i have the sand paper but its not the normal 12 spoke basket. its a ti basket lots of corners and tight spaces.

The Krylon is what I use in my engine bay. If you do it right its almost indestructible. They have sanding tools for tight corners too. Let me find them real quick.
