so lets just say that i have an 2 channel amp that is 600 RMS. and i have 2 subs that are 300 RMS. would that 600 watts get split up between the subs to give them their 300 watts.

Depends on how it's wired, if its 600w x1 channel, and the subs are wired in series, then each sub gets its share of the wattage, if in parallel, the impedence (ohms) is lowered, but both subs get a full 600 watts and would likely melt their voice coils, unless you were very careful setting your gain on your amp.

No, if it is wired in parallel and the amplifier puts out 600w@that certain impedance, then each sub will still get 300w.
