Question about Paypal refunds on fraud

Im not sure if im posting in the right section but here goes.. THIS might be a newbie question as well.. sorry

Ive been trying to find out good deals on this cell phone I want and found someone who is selling it for cheap. He says hes the manager of a cellphone store in another state. He wanted me to pay by money gram/Western Union, but I told him I could make a payment by Paypal because I wasn't comfortable with sending money through Western Union.

My question is that if I send him a payment through Paypal for a transaction that is not EBAY related and he doesn't send me the phone, will I get my money back through PayPal? I know i have to file a claim, but will I eventually get my money back if he is a fraud? I tried to contact a paypal rep but they didn't really answer the question.

Sounds like def fraud to me but what I would do is pull all of your funds out of paypal, attach a CC to your paypal account if you have not already and make it so the funds come out of your CC.

This way if he is a fraud and paypal tries to get the money back for you and they have emptied the account (usually the case 99% of the time) you can go directly to your CC provider and get a refund via chargeback.

If you buy something with PP funds, get screwed and the guy has already pulled the money out of paypal they will not do jack shit for you. Been there done that.

Yes it will still cover it. Just happened to me. Bought something outside of the auction and then they never sent it. I notified paypal and they reversed it. You're fine.

Really james? Thats good to hear. So you had to file a claim and everything? If its a sure thing that the buyer will get their money back, i might just go through with it and see if its too good to be true or not.

I would say go for it. Even if you do get it and it isn't as described you can even get a refund through paypal that way too.

X2, Paypal took about a month and a half for me to get my refund when a seller screwed me over, but I did get my money back.

paypal ****ing sucks. Guy ****ed me over when i bought a busted PS2 from him...sent it back and Paypal wouldn't refund. I had a signed ****ing receipt saying he received it but they said I didn't have enough evidence confirming him receiving it...while at the same time a week earlier they told me that that slip would be enough:verymad:
