powering things with a computer power supply

im pretty sure, cuz i have a small battery charger that i hooked it up too, and it works fine. it works

 
just a motorcycle battery charger, it can put out 12v or 6v. i hooked it up to the PS a second ago and the power supply works fine... it just wont power up by itself. idk why

 
I have a PSU here that for whatever reason as well won't turn on by jumping the green to black. It is very bizzare. My PSU tester also can not get the dang thing to turn on. But hook it up to a mobo and it works fine... makes no friggin sense...

And it used to work fine too with the jump trick but then one day it quit. I bought another one and it works fine so I have no idea...

BTW it is a good idea to have a battery connected in parallel when doing this anyway...
