Power to amp + power to remote both register 10.3 to 10.5 volts. Should amp be 12+ volts? I know that's enough for the remote but seems low for power.. Amp is hotwired directly to battery.

Could be a bad "VOLTAGE REGULATOR" . I'd check it at the battery after the car has been running for about 10-15 minutes (without the stereo turned on).
I dont know about all vehicles, but my truck puts out more voltage the higher the RPMs go. It usually runs at 14.4 constantly though... but if I'm idling with my electronics on, its at about 11 or so
right- well thats cuz of the higher the rpms of the alt- the higher the voltage crawls because it is a dc generator- if your batt can hold that 14.4 charge for a long time- then thats a good batt in my book
