Yes, there is a very noticeable difference. Now comparing the 9600 to a 8600 you wouldn't find ANY difference in sound as the only difference between them is cosmetics.
But when comparing a unit that has a 6 volt output to one that has a 2 volt output it is a huge difference. Let alone all the other features that make the 9600 a better unit. To name one big difference: 9600 has a 13 band graphic eq as opposed to the 4600's 3 band parametric eq. The 9600 has time alignment, network mode and a 24bit d/a converter and the 4600 does NOT.

there is zero difference in 6V and 2V in sound quality, i've now read two thread back to back that seem to think that it makes a difference, it doesn't. The only benefit is that the 6V pre-outs will have a lower noise floor in the entire system only because the gains on amps are set lower, however if you never had any problems with 2V there won't be any gain going to 6V.
With that said, although the sub pre-out is always cabable of using 6V even in STD mode, the other pre-outs only get to 6V in NW mode on the 840/940 and 860/960 models
I'm not sure where you heard that but my 860 has 6V pre output voltage (at almost full volume) and that's for the front and rear pre outs. There is NO difference in output voltage between STD and NW modes. My buddy who happens to be my local Premier dealer had the 940 in his truck for over a year and he said the voltage does NOT change from one mode to the other. If you know something we don't know do tell. in STD mode you will only get 4V preouts on anything but the sub, i measured it on my own 940 and it only gets to 4V. in NW mode you are allowed to adjust from -24 to +5 on all preouts, not just the sub, and that +5 is what will get you to the 6.5V preouts, otherwise if it is at 0 like it is automatically set in STD mode 4V is the max output.
also, when i switched from STD to NW on my 940 it required me to reset my gains for the higher voltage input. you said you measured it though, do you have a 840/940 or 860/960, i just assumed they would work the same however i may be incorrect.
