Picking out sub in Canada, Xmax mean anything?

Im looking at used and new subs, hard to find in Canada, most have to be shipped ( used from here ) from the States.

The only "deal" is an Alpine Type E12 for 79.99$ (Cdn) from Crutchfield. Most of the other cheaper subs I see have under 10mm excursion, but the Type E is around 12-13. Im just wondering if it is ok to base your comparisons on how loud a sub will get, on excursion limits, if you are feeding it a little over its RMS power handling? Or is this pointless.

Any ideas for a sub under $100 would be great also. My amp is 400@4 and 600@2.

Just need one for a spare tire setup.

It's important for low end extension mainly in sealed box. In ported it isn't as much of a factor.
