Perfect 12.1 Surround Covering??

Ok, So i got a pair of Perfect 12's from this guy. Now around the edge of the surround, there's this shiney black mica looking material in a big ring. It looks identical to the stuff in this pic...

Now I'm installing the sub, and I notice the ring's coming off. I figure that it's because the glue that was on there was cheap, so I tug on it a little to get it off. Much to my suprise, parts of the surround were coming up with it!!!

The thing I need to know is: was this ring thing supposed to be on there, and why isn't there a big rubber sorta thing like here:

Obviously it won't be safe to use the sub if the surround is coming up like that, but what can I do to fix it? Here's a pic of what I'm talking about:

just peel it the rest of the way up and fold the surround up...

get some 5min 10 ton epoxy...put it on the basket...fold the surround and ring back down and put a little weight on it until it dries

 
That's not a bad idea, but will the epoxy eat away at the surround at all? I've used glues from time to time that melt plastic, and I don't want the same thing to happen to this.

 
Use the stuff that is made for plastics...

Whatever you use don't use something that is thin or runny - Use some of the thick 2 part stuff in the tubes that they have at walmart
