Well, I'm not 100% sure of the laws but wouldn't it be under Walmart to sue if they wanted to? I know if it's public property like on the city streets it's legal, but what about on private property like at Walmart? Can anyone shine some light on this?

im not sure, i know the owner will not allow pictures of handicapped people on his site...so thats a good thing...

if you can visibly identify the person/people in the photo, you're supposed to have their permission. They can at the very least make you remove the pic.
