Paypal Question

I was purchasing something on Ebay today and when I went to pay with paypal I got a message saying:

Transaction Cancelled:

This recipient is unable to recieve money.

Does anyone know what this means? I noticed he has a few bad feed back from only a few weeks ago. Does paypal close down that aspect of your account if your in the middle of a paypal money dispute?

sometimes they do. At other times, if you have the beginner account.. you can only accept up to a certain amount of money each year before they shut you down and you have to upgrade.

not in the middle of a dispute but if the dispute was judged against them they will lock the account if there is not enough money for the judgement to be paid off.

i think its that he hasnt upgraded his aco****. With me i couldnt receive any money and i never figured it out till one day i clicked on verify your accoutn adn it upgraded me so i can receive large sums of money, at no maximum ammount.

It could also be that he is a fraud---hmmm

I had won an auction in town and the guy wouldnt let me pick it up. Then later I went to pay and got something saying the same thing about his account. Needless to say when ended up mutually agreeing to cancel the purchase agreement.

nope, but I believe there was a starting fee.

I would assume he has a premeir account with paypal. He has over 600 Feedback with 98.8% Positive score. I still havent heard anything from them about it. I also emailed Ebay today to let them know the problem that I was having with paypal. Hopefully I'll hear something by tonight
