I always ship insured, and usually request insurance on items that I buy on eBay and the forum unless its around under $25.
If it was through UPS, I'd start a claim because I believe that you automatically get $50 insurance on any item shipped via UPS. I'm not sure about that though, but either way, I'd be calling UPS's customer service number and let them know that this is unacceptable and ask them what they are going to do about it.

954runner, I'd go in and talk to a UPS rep at your local UPS counter. Secondly, I'd call UPS's CS number, but I'd try walking in to their facility first, usually gets better results, and they'll probably help you start a claim.

the seller needs to start the claim. seller goes to ups and fill out the paperwork and provides receipt or proof of the price of item. ups then inspects the package, and then will refund money to the sender. done this a couple times already
