$400 can get you one really mean 12" if that is your budget. What impedance do you need?

Apples to oranges... every sub will perform differently given "whatever" they need. A sub taking 4kw will be louder than one taking 2k. Pick an amp, find out what size of enclosure you can best work with and then figure out what sub will work best.
