Older alpine?

my buddy needs an amp for a single type e he has.

how much should i offer on this, because i know its not worth that much, not to mention it looks fairly old and i know wont do 1100 watts.

That amp might do 1100 watts peak, but you'll only need about 300 rms to give one type e a good drive. I'd offer $120.00 tops for that amp.
